Job Description:
Summary This position is part of the WAPA Headquarters. As an IT
Specialist, you will be serving in a developmental position as a
junior IT Specialist supporting the IT Group. Applicants must meet
the requirements of the recent graduate program. ** Veterans who

Responsibilities At entry level you will provides technical support
for IT systems associated with the Supervisory Control and Data
Acquisition (SCADA) system and its components; such as, SQL
databases, computer operating systems, programming languages,
Programmable Logic Controllers (PLCs), Remote Terminal Units
(RTUs), and other technologies related to an industrial control
systems. At the full performance level, you will serve as a
technical leader on project teams relating to power systems
applications. Provides advice, guidance, and recommendations to
management and other IT specialists in resolving complex IT
problems relating to the implementation of new or modified power
systems applications into the WAPA technological portfolio.
Requirements Conditions of Employment Must have completed, within
the previous 2 years (up to 6 years for certain veterans), a
qualifying associate's, bachelor's, master's, professional,
doctorate, vocational or technical degree or certificate from a
qualifying educational institution. Must be in good academic
standing. Must be a U.S. Citizen or National. This employer

employment, as determined by a background investigation. A 1-year

You must have experience demonstrating each of the four (4)
competencies listed below. The experience must be IT related and
may be demonstrated by paid or unpaid experience and/or completion
of specific, intensive training (for example, IT certification) as

and services. Oral Communication - Expresses information (for
example, ideas or facts) to individuals or groups effectively,
taking into account the audience and nature of the information (for
example, technical, sensitive, controversial); makes clear and
convincing oral presentations; listens to others, attends to
nonverbal cues, and responds appropriately. Problem Solving -
Identifies problems; determines accuracy and relevance of
information; uses sound judgment to generate and evaluate
alternatives, and to make recommendations demonstrated by paid or
unpaid experience and/or completion of specific, intensive training
(for example, IT certification) as appropriate. GS-2210-7: Must
meet the minimum level of experience gained in a classroom and/or
experimental scenarios or as a trainee on-the-job for each of the
four competencies listed under Basic Requirement in the vacancy
announcement. For the GS-07 level, you must have: 1 full year of
graduate level education degree in related field (IT, OT
(Operational Technology), or Engineering) OR Superior academic
achievement (Bachelor's. degree in a related field with either a
3.0 ("B") GPA overall or 3.5. ("B+") on a 4.0 scale from an
accredited college or university) OR One year of specialized
experience equivalent to the GS-05 level Specialized Experience:
-Experience in assisting senior IT Specialist in IT Programs.
-Experience in applying general IT principles to identify system
problems. -Experience in following instructions given by higher
graded specialist and/or management. Education The Recent Graduates
Program affords developmental experiences in the Federal Government
intended to promote possible careers in the civil service to
individuals who have recently graduated from qualifying educational
institutions or programs. To be eligible, applicants must apply
within two years of degree or certificate completion (except for
veterans precluded from doing so due to their military service
obligation, who have up to six years after degree completion to
apply). Successful applicants are placed in a dynamic,
developmental program with the potential to lead to a civil service
career in the Federal Government. Conversion: Pathways Recent
Graduates are converted to a term or permanent position upon
program completion. This is not automatic nor guaranteed; it is at
the discretion of the employing office. To be eligible for
conversion, a Recent Graduate must: (1) complete at least one year
of continuous service; (2) be a U.S. citizen; (3) demonstrate
successful job performance (4) meet the qualification standards for
the position to which converted; (5) receive a recommendation for
conversion from the first-level supervisor; and (6) meet
agency-specific requirements, as specified in the Participant
Agreement. Transcripts required. Must meet the IT requirements.
